The city of Pompeii has some serious infrastructure problems. Landfills are full and so garbage is piling up on the streets. The roads are not in the best condition either. There are several sections of road that is one lane with a stop light at either end. In theory the light would stop all traffic going one way and then allow traffic going the other. At one particular section the light was out on the other end, so you had people going at the same time. This does not lead to happy people.
